PPSSPP Does this weird flickering/glitching thing

So on my girlfriend's laptop, whenever she tries to use PPSSPP, it does this weird thing where it flickers and glitches all over the place.

Here are her computer specs. At first we thought it might be a problem with her graphics card driver. Tried updating it, and nothing happened.
We tried updating DirectX as well, and nothing happened.

Here's what it looks like on the menus. It's hard to capture with a picture because of how fast it goes, but basically, the text will do this ALL over the screen. If there's more text, it happens in more places.

Finally, here's what it looks like in-game. Upon seeing this, I thought that perhaps her computer just didn't want to run this particular game, but I loaded another PSP game and it does the same type of flickering and model stretching thing.

I know the ISO isn't corrupt or messed up or anything because I copied it straight from my computer, where I have played the game a lot with no problems. I also know PPSSPP isn't corrupt or anything because I downloaded it fresh off the website. We even tried using an earlier version and it didn't do anything.

Is my girlfriend's laptop just not good enough to run PPSSPP? Or is there something else going on?

I've looked for other examples of this problem, but no one else seems to have it.

Does your girlfriend's laptop have Crimson CCC? If so, uninstall it because the thing is quite buggy and all over the place. Try installing the CCC version Im currently using in my sig down bellow. I havent got glitches with that version since I updated to the version

You're referring to the Catalyst Control Center right? I think she does actually, I'll try messing with it and see if that does anything.
