help. network battle at dragon ball z shin budokai

anyone can play a networkbattle at dbz shin budokai. how can I connect with my friends
I already followed the instruction how to used adhoc by making a localhost (network battle with friends using portable hotspot)

after we set up the network
1. we're connected to my portable hotspot
2. we're hoc ip address is same (192.168.43.1)
3. we're already enabled a networking(WLAN) at ppsspp setting. then
when we start the game .
game said.
"network initialized" then when we go to networkbattle
it said "connected to network" Same to other device.
but still we cant connect each other..
why?? please help.
