emulation in 1080p
Hello! my resolution is 1920x1080, if i run a game in windowed mode it run 100%speed, but in full screen the speed decrease.

and i wonder if i need more cpu or gpu for game in full screen


i have i5 4430
24gb ram
for now intel graphic 4430 but in a month i'll have gtx 970

The problem lies in the intel card. Once you get the 970 you'll be able to run almost anything.
I have an old single core CPU and a gt 520 and I can run a lot of games on 100% (in 1280 x 1024).

If the "Rendering Resolution" is set to Auto,ppsspp will set the rendering resolution accordion to your window size and since full screen is even higher than maximized window,ppsspp will need even more power from your gpu.

Just because your screen resolution is 1920x1080 doesn't mean you HAVE to use 1920x1080 as a rendering resolution,you may even not notice any difference in the image quality when you switch between higher rendering resolution modes.
So try from lower to higher and see which one looks good enough(using higher than that will just lower your speed)

My screen resolution is 1024x768 and 2x looks more than enough.

As previous users said, It's your old GF card that cuts off performance. Buy the new GTX and everything will work smooth as silk. With my specs I can play any game with 100% speed without any problems.
