It appears to me that you have a snapdragon version of the S4. This is pretty bad news since PPSSPP tend to run slower on snapdragon chip sets than they do to Exynos (insert technical explanation here...

Yes, but only at basic setting (meaning no texture enhancements) maybe at 2x resolution max.

The cheapest and fastest smartphone I can think of is the Nexus 5 ($350)... It has a snapdragon 800 chip which is capable of running PPSSPP at 2x resolution and 2x texture at a smooth frame rate.
