You can dump all textures, then upscale it using wife2.x (not realtime). Realtime processing will be slow in this decade. xBR, xBRz, hq4x, etc - have numerous sub version with different speed/quality...

UnrealSpeccy portable - have the same issue. Not video flickering - just audio microhang (click) every 2-3 sec. Even it is audio - I think this bugs are common.

Another part is regional/localization problem. Most Japan PSP games use O as confirmation button. Most English games use X.

"Full frames" did OP asked skipping half frames? Pal, read about PAL or NTSC. How 24fps morphed to 50-60 fps. In NTSC about 3-4 frames are skipped per second. And people are zombied by TV for decades...
