If she is using the PSP version she will need additional PAUTH files for that game to work. The HD version works without them.

Turn off 'Fast memory' in the PPSSPP settings(in system) and 'Timer Hack'(in graphics) as well. Tell the others you are playing with to do the same.

Try using a VPN, like Tunngle or OpenVPN. Last time I tried without a VPN I had to open port 10000, 20001-20004 as both TCP & UDP for it to work.
