Disable hardware tesselation.
Despite what most people think this is NOT a graphic enhancement feature, but a hardware implementation of rendering curves, it's very glitchy compared to software one in many racing games and might be beneficial only if you have a really horrible bottleneck on the CPU side and a mostly unused GPU. It's basically a performance feature, but it's buggy.
