From my experience on a slow pc,gow games were the only games that were the hardest games to get full speed,I had to underclock ppsspp,use non buffered renderng and frame skipping to make them playable

So what will be the cheapest samsung phone that will allow me to play gow without any special cnfguration

Your best bet is any phone with a snapdragon 820 chip. So, a used or discounted Galaxy S7, LG G6, OnePlus Three or the First Google Pixel would be great options.

I don't really know how to compare phones and where to look for info but my phone(according to ppsspp)have "ARMv7 Processor rev3(v71)" cpu and "Mali-400 MP" for gpu
If I switch to lets say galaxy s6,what will be the difference

Yes, there will be a BIG difference. The Mali-400 is an old GPU from 2011, so the Mali-760 MP8 in the S6 is a BIG step up in performance. A good way to compare the performance of phones is synthetic benchmarks. They test a phone's cpu and graphics performance. Just search the phone model and benchmark on youtube. For example "Galaxy S6 benchmarks". Then run the same benchmark on your phone and you'll be to see the difference.

Nowadays you can buy a Snapdragon 636. There's no Samsung phone with this SoCs as far as I know, but you can buy a Xiaomi or Nokia under $200. You'll basically run any PSP games at full speed and 2x resolution (EDIT: some 60 FPS games won't run 3x, so I changed to 2x). It's the cheapest SoC with Cortex-A73-based cores, wich is around 50-60% faster than Cortex-A53-based at same clock speed. And the Adreno GPUs have better drivers and better performance for emulators and general gaming.
