PSPInstaller requires net functionality and as it cannot download the required files on startup, it will automatically quit

PPSSPP doesn't support downloading anything from the Internet.

I can't speak for Henrik or [Unknown], but I doubt it. If there are plans, it'd probably be really low prority.
