If you want your CPU to be at same frequency when temperature rises it will just fry it.The Android kernel usually has a forced shutdown feature when battery/cpu gets extremely hot(to avoid explosion). I'd say you can try some app to control the cpu freq and set governor to performance,I forgot how the app is name though.
