Look at this way.

Your device (PC or Android) is emulating another system (PSP) that operates at a default frequency of 222 MHz, which requires a certain amount of power from your own device's CPU and GPU.

Lowering that aforementioned frequency from 222 MHz to a lower number, say, 111 MHz means that the demand of the emulated CPU has dropped by half, which also means that less power is required by the host device that is emulating the system.

TL;DR:-

Emulated PSP CPU Frequency Down (to a certain point) --> Demands on your host system (PC/Android) Down --> Performance in games Up.

Why do I state to a certain point?

Well that's because many games require a baseline minimum frequency to function properly. This varies from game to game, and if you lower the frequency too much and below the point they're comfortable with, they start misbehaving. I've already mentioned the symptoms in the guide, but they include screen flickering, polygonal abnormalities and other unintended behaviour.

E.g. FFVII CC is comfortable with CPU speeds as low as 40-50 MHz. On the other hand, games like Tekken 6 won't even start unless you set the speed to 222 MHz or the default.
