The animations still seem as choppy but I didn't mess with it that much and depending if/how key framed animations are used, it might never look smooth anyway. A lot of these games (not just 20fps ones but 30fps too) are animated at 15fps to save resources at runtime. The camera feels smoother though. The game will run at 300% but cheat engine will slow the game down back to 100% so the emulator is pushing out 60fps but the game is running at normal speed. Fraps also confirms the game is outputting 60fps. I find it hard to play some games under 30fps but everyone has a different sensitivity.
If you want to try it out(maybe see if those 60fps actually make it to screen and aren't just thrown away by cheat engine) you can just go into the game settings and set alternative speed to 300%, switching it on in game with the '~' key, and then just enabling speedhack in cheatengine and setting it to 0.333.

I've tried this method just now with Monster Hunter Portable 3rd and no, the emulator might say it's more than 30 fps but it's still running at 30 fps animation. The problem is the game may be capped at 30fps animation.

Gamers cannot gain anything without first giving something in return, to obtain something of equal value must be lost that is gaming world's first law of equivalent exchange. In those days, I really believed that would be the world's one and only truth.
