Where did you place the extracted ppsspp folder?

Try placing it in a friendly location that does not need admin rights, e.g C:\Games\ppsspp or something similar. Windows 8 (Vista and above) can be quite particular about these things.

Locations to avoid include:- C:\Program Files(x86) and C:\Program Files

A downloaded official 0.8.1 release should come pre-packed with a working assets folder containing the prerequisite u_atlas.zim file.
