Good news - this game now runs okay, but with major bloom problems & the audio in places is not playing.
On Windows 7 (x86) - using latest nightly build which is: v0.9.9.1-566-gc2a462c
The video's in game are running slower than they should.
               

Please note: Untick 'Disable slower effects (speedup)'
as that causes the following problem in game.

The hanging issue is not really fixed, first time it can go into match, but if quit match back to menu and go into match again it still hangs at loading page.

Oh no it doesn't, this game is working fine for me, which version of PPSSPP are you using? Also which version of the game are you using?

As I said in last comment, I am using Windows 7 (x86) version of PPSSPP, but now using latest nightly build available at this time: v0.9.9.1-590-g3eec3a1
European version of the game: UCES01250.
Here are the settings I am using:
                       
As you can see, from the following screen shots, I played Festival in the game & tested the photo mode in the third screen shot, all worked fine for me.
           
Here is how i tested the game, loaded up game, loaded profile, worked fine, raced 2 races in a row, exited back to the main game menu, changed options, saved profile again to see if it would work, it worked fine, but the save icon was corrupted for some reason.
Next I did another race, completed that, and exited the game fully back to PPSSPP main menu, re-started the game, reloaded the new saved profile with corrupted icon, worked fine, entered Festival again, and raced a further few races, getting 1st place in all of them, as you can see I am on the Rank 2 races now. Cool

I tried v0.9.9.1-588, all default settings, both USA version and European version game have same problem that quit match back to game menu and go into match again it hangs at loading page.
I use win7 x64 and ATI hd5670

Edit: Alright I got the point that seems strange, I tried to change cpu clock like this image
and the hanging issue is gone, but if use default cpu clock setting the hanging issue is still there...

Yeah I see what you mean LOL, must of just got lucky using that CPU Clock value, it seems that setting CPU Clock to 60 works even better, the game seems faster to me. Huh

Yep, setting it to anything above 0 fixes the loading freeze. Now we only need to fix the bloom. Looks like there's some bloom cache which doesn't free itself up, making the bloom stronger with every second. Switching to "read framebuffers to memory (gpu)" and then back to default buffered rendering fixes the bloom temporarily, but sometimes breaks textures and ui elements like boost meter.

I'm using win7(x86) and the latest build on the git and I have no bloom problem.Graphic-wise, the game runs perfectly but it runs very slowly, about 70-80% of how it should, setting the cpu to 60 also fixes the hanging but I have another problem - there is no sound during the races, any sound at all. It works perfectly while in the game menu, but as soon as it hits the race screen everything stops. Also when you complete the race and return to menu, the sound is still gone....

Almost perfectly playable on version 1.2.
No visual bugs, aside from, maybe, a bit of overbloom, but it's not gamebreaking. Audio is still missing.
Really glad to see this game finally working well on PPSSPP.

Nevermind. The overbloom is quite gamebreaking on some stages. I only checked and completed the first Wreckfest race, but the second one is just unplayable. Well, aside from overbloom, no visual glitches whatsoever, so still a great progress :3
