Yes the cut scene isn't triggering,you can use a save file from your psp or from here http://www.gamefaqs.com/psp/959185-jak-a...tier/saves to bypass it

The game has problem with "triggering cutscenes",nothing will change even if you use a save file.. I almost tried it with all versions (9.1 and so on) and all newest builds. It also freezes when you try to quit. Same on the jpcsp as well...

Checked with the latest build but it's the same...Doesn't trigger cutscenes and freezes when trying to quit the game. It's really an interesting issue... I mean what could cause this 2 problems. Same problem exists on jpcsp as well btw.

The only problem is black screen when you hit and break something (same issue as Ratchet & Clank SM).
And the solution is just switching to 'buffered rendering mode'(same solution as Ratchet & Clank SMWink)
Buffered rendering mode is also safe on this game, because in non buffered mode it may freeze on same screens.
If your pc is lagging on buffered mode, just change the rendering resolution from 'Auto (1:1)' to '1x PSP'(Lowest).

Game still crashes before the first cutscene on 0.9.8-598. Only got through it once out of 4 tries and still crashed shortly after. Tested with both US and european versions.

What version of the game do you have?

official 0.9.8, windows 7 and Android (with more lag) fully playable, I do not remember the settings, do some testing, it must work if you have no problems
