Alternate speed not working [PC]

I've been using the emulator just fine for Tactics Ogre Let Us Cling Together on my desktop.

However, on my laptop the alternate speed never kicks in properly. The toggles work fine and it cycles through alternate speeds, but there isn't any speed increase.

Vsync is definitely disabled both globally in the emulator. Both desktop and laptop have same generation GPUs.

I've tried different controllers in different usb ports.

I've tried running as admin and normally for the reguar and 64 bit versions. I even supported for the gold version, but no luck.
