RE: Game performance, ppsspp bugs ?
What are your PC specs? Are you using the latest official release (1.7.4)? Default settings should work pretty fine if your specs are enough.

Phone: Xiaomi Redmi Note 6 Pro

PC: Intel Core i5 3470 3.2GHz/8GB DDR3 1600MHz/NVIDIA GTX 660 2GB GDDR5 192-bit/Windows 10 Pro x64

RE: Game performance, ppsspp bugs ?
Yes, you should restore the default settings by going to emulator's system settings or deleting the "ppsspp.ini" in (PPSSPP directory)/memstick/SYSTEM.

Well, a common issue with laptops is the power management, it must set it to high performance in the Windows' settings. If you have low performance or FPS drops, this might help.
