Yes, you should restore the default settings by going to emulator's system settings or deleting the "ppsspp.ini" in (PPSSPP directory)/memstick/SYSTEM.

Well, a common issue with laptops is the power management, it must set it to high performance in the Windows' settings. If you have low performance or FPS drops, this might help.
