Hey,
I've had a similar issue with PPSSPP in the latest version.
For whatever reason it wasn't opening.

Solution for me was manually searching for the new driver for my radeon RX580.
It seems the autoupdate wasn't working. It was stuck at version 17.x.
Latest one was 19.1.2. After deleting the old driver with DisplayDriverUninstaller in Win10 safe mode and installing the latest gpu driver, PPSSPP is running again finally!

Hope that's helping some of you guys with the same issues!
