The closest you could possibly come to that would be booting a small distribution of Linux (or maybe some flavour of BSD) that runs PPSSPP on startup, but at that point you'd probably want the device to be able to do other things also; maybe Lakka is what you're looking for? http://www.lakka.tv/

It's a small Linux distro which runs RetroArch on top (which has a PPSSPP core).
