Could you upload your setting screens for graphics & system, by way pressing F12 on your keyboard, attach the screenshots to this thread for us to view your settings used.
Edit: Game ran 100% speed - say about 95% of the time, apart from the changing of the radio in the cars / vans etc etc. Cool
