Notes: Game now starts (Used to hard crash windows and Android at load). Game shows some movement of first screen (Image below) then crashes.

Could you tell me what settings you are using specifically? Mine still locks up pretty quickly after the game starts.

Well actually I'm using the latest build... I'm using a cso of the US version. Are you using one from a different region?

Ok I figured out how to make this work. If anyone else has issues, you need to turn off buffered rendering and media engine.

Review: Works good but has major video and sound problems.

Video:
Do not work. However on older version (v0.8.1-612-gdf89065 and lower) they are working, but with heavy slowdown and major sound distort. On newest version of PPSSPP picture not shown but distorts sound present.
Sound:
Half-work. Music works awesome but SFX (firing, explosing, ambient e.t.c) not work. Strange.
Graphic:
No bugs. Everything good.
FPS:
Stable 60 FPS - no more to say.
Savestate:
Sometimes errors happens, but not often. Approximately 10%.
In-game save:
Works good.
DLC:
No DLC for this game.

Settings:

Rendering Mode - Non-buffered Rendering .
Hardware Transform - on.
Vertex Cashe - on.
Use VBO - off.
Frame skipping - off. (Have FPS problem? Switch on this)
Simple 2X SSAA - off.
MipMapping - off.
Vsync - off.
Texture Filtering - linear.
Texture Scaling - off.

II.Detail rewiew:
Rendering Mode - Every mode, except "Non-buffered Rendering" cause screen flickering. So be sure you switch "Non-buffered Rendering" mode, otherwise you can't play this game - painfull for eyes.
Hardware Transform - Switch on this and Vertex Cashe improves FPS
Vertex Cashe - Switch on this and Hardware Transform improves FPS
Use VBO - Makes problem with FPS. Do not use it.
Frame skipping - Good option, if your FPS goes down. Use it if problems with FPS chases you.
Simple 2X SSAA - Try it if you have fast PC, but believe me - useless.
MipMapping - Seems no effect. Better to switch off.
Vsync - Makes problem with FPS. Do not use it.
Texture Filtering - Linear makes graphic smooth. Check this pic to compare nearest and linear modes
Texture Scaling - This option modernise your game's graphic and can make this better or... Try different settings - maybe something good happens. Remember - use fast PC or other device for it.

I will say more - I redownload this plugin with every new version of PPSSPP. So, solving of this problem - not the plugin download, something, but what?
Game is good and I truely want to make it works better - so, if anyone can fix it, I will be happy.

This could be related to some audio changes made to the code recently that seems to affect a lot games with sound effects

Try this:-

1. Change the BGM and SE levels in the Audio settings to 8/8. SFX in certain games can't be heard until you jack it up to 6,7,or even 8.

2. Lower your overall volume in the Windows Audio Panel to a level that you can be comfortable with. (Edited to reflect the fact that you're using Windows XP, which does not have individual volume controls for apps)

That should fix it.
