Stuttering issues when i use a LCD TV

Ok, i have this annoying problem that only happens in PPSSP. I have my PC connected in two monitors, one is a CRT and the other is my LCD TV. When i use my CRT, everything is smooth, no stutters. When i use the TV, however, its smooth for the most part, but every now and then, there is this micro-stuttering that lasts a couple of seconds and goes away. Then, after a few seconds it comes back and so on.

I haven't figure out any option to avoid this. It only happens on PPSSPP (no other emulator or program). It also happens in a few different versions i tried, including the latest one.

I'm using windows 7 ultimate 64bit and i have an i5 4670 CPU.


Edit: I forgot to mention that this doesn't happen with every game. The most noticeable is Locoroco2. Runs perfectly on the CRT but has microstutters on the LCD.
