The explanation people gave above is as simple as it gets - if a game runs at 60 fps and it gets cut down to 30 fps, it has to either

a.) skip rendering half of them (in order to maintain 100% speed) or
b.) slow down the timing to 50% speed (to ensure that only 30 frames are rendered in a second), which results in slow motion. This is what setting ForceMaxEmulatedFPS to 30 will get you. Slow motion gameplay.

There are games on the PSP that can run at 60FPS and 30FPS depending on the what the CPU speed is set to. But the game has to be coded that way. Only game I remember that does that is Gran Turismo Portable. Besides, what the game does is basically the same as turning on frameskip.
