It must be my phone...my Dual Core Galaxy Nexus only has 15 frames a second and a blue fade around the corners.

I use the LG optimus 1 for sprint. its slower then yours, so i dont play the games on it that often, i just only use it to test the games. but the good news is that it would work on a faster and better phone.

Well, Galaxy nexus isn't the great thing, is like a SGS1 with a CPU which is kinda better, so it's normal you'd expect low performance, overall knowing that the PowerVR GPU's are experiencing issues with the emulator at the moment.

Ways to improve your game play are disabling any filter and buffered rendering, using fast mem along with Dynarec JIT and using frame skip on a not too high value, SGS3 is getting kinda old by now but it still moves this game at 60VPS (WITHOUT buffered rendering, of course) without overclocking, overcloking the CPU and GPU would probably allow me to play it at 60VPS even with buffered rendering and maybe some filtering I supose, but I'm too lazy to mess with the voltage table of the GPU haha, besides it also would heat up pretty quickly as I live on a tropical island and it's almost summer here, so yeah.

Edit: if you're looking for a good phone, get yourself a SGS4 (prefferably a snapdragon, to avoid the PowerVR issue with the emulator) or you could look around for any phone that would have at least an 1.4Ghz CPU and an average or good GPU, like Mali400/600, or Adreno 320, PowerVR GPUs are really good, but if you're looking to use PPSSPP, I wouldn't recomend it, not for now at least.

-Mali 400MP4 GPU Clocked from 160Mhz to 533Mhz

RE: Dissidia 012: Duodecim Final Fantasy
A Nexus 4 is a good and cheap device, it's only bad point is that it only has 16GB and doesn't have card slot, but as sfageas said this isn't the right place to talk about that, you might want to open a thread on the off-topic forum.
