Oh well, try using extract option instead of dragging it out from the archive, when you drag something from inside of the archive it first has to extract it to temporary directory and then copies the files to where you dragged them.
Winrar apparently fails to do it properly for some reason here. I didn't really used it from ages now so I'm not really sure what's his issue. You can always try 7zip, or just try redownloading ppsspp, we might have XXI century, but files still can get corrupted when downloading, maybe that's your problem.
