LOL, do you actually try to run exe file from inside the archive? And what's even worse looking at it being in windows temp folder, instead of downloading the archive to your hdd, you used some bad web browser(IE?) and choose to run the file? O.O

Never do that, it's silly^_^. PPSSPP doesn't even have an "install"(at least not yet for windows), you simply have to download the file, extract it somewhere, and then you should be able to run it from .exe without any problems. ~ That's assuming you did saw the "VC 2013 runtime (required!)" on the download page and have it installed.
