These settings seem to work very well on an NVIDIA Shield Tablet (running on 0.9.9 on Android 4.4.2). The game itself is the English Patched version:

           

Audio latency is set to Low. Runs at a smooth 30 fps. I've encountered no hiccups as of yet.

On a curious side note, on 0.9.9 running on PC I've encountered a sound issue when playing Normal BGM where the music will occasionally enter a freeze loop (which can only be undone by switching BGM mode to Classic, where the issue has not cropped up again as of yet). I've not encountered this issue with Normal or Classic BGM on Android.
