I am actually surprised the 2D cutscenes don't show up at all yet 3D works. Weird.

There was a version of PPSSPP v0.5 that actually DID work near perfect, all cut scene's & driving your car around the streets all worked, of course no audio worked then.

This was on PC version.

It stopped working when that update about Android having low RAM so it turned off buffered rendering or something like that. It baffles me this is needed in Windows version.

Now it doesn't even load the intro(i mean picture) ,you can hear only sounds until it crashes

The same thing happens on old versions if you turn off buffered rendering and turn it on again. It has to be related somehow.
