Original download has broken filenames breaking "story" option and comes with signed eboot which as discussed above can't be decrypted without real PSP, so here's a fixed one with correct filenames and unsigned eboot:
- 231_kene_r40 Touhou(includes source code and a folder it creates on psp ~ see below).
That's latest version of the game and as can be seen works on PSP:

Unfortunately on PPSSPP it bugs out very early before even showing anything, very little happens before it starts going crazy so if anyone wants to check this ~ disable "fast memory", "ignore illegal reads/writes" and have fun trying to figure it out.

I didn't had much will to investigate it(I ran the game on highest difficulty level, made a faint smile and exited shortly after, not my kind of fun;p), but suspect one of the three things:
- a timing issue(always good thing to blame in japanese software;c),
- memory allocation(same;c),
- "something weird" with encoding(?) - one of the few things game tries to do before bugging out is create it's own folder on memstick under pictures and fails doing it, on PSP it ends up as "東方模倣風"(game title) on PPSSPP it ends up as "��͕핗", through that could just be caused by one of the above.

Edit: Built the game with DEBUG_MAP(download) and lol all problematic functions seems to be related to kanji:].
