I'm highly certain that's just a *new* hardware for their arcade games. I'm pretty sure they will never take any risk to make a totally new console after the double disasters which are Saturn and Dreamcast.

Worst case scenario? Sega's own social game portal, since social game's the last and the not-so-only big thing in Japan;even bigger and thousand times more profitable than video gaming in general there, as it seems.
