First of all, you can't use the same internet connection for more than 1 device to connect to the same public adhoc server, because the server will only recognize 1 IP (in this case public IP) per device (ie. either real PSP or emulator)

Other than that, make sure your internet connection supports port-forwarding (i think you'll need to manually forward the ports when playing with real PSP, and the ports varies depend on the game) or DMZ (DMZ will open all the ports, thus can be used by any games/appications).

Chatting on adhoc servers doesn't need port-forwarding because adhoc server's communication are not P2P and independent to any games, meanwhile most adhoc games are using P2P connection which requires the ports to be opened, this is probably the reason why you can chat after connected to adhoc server but can't see any game room broadcasts (because your ports are blocked, thus can't received any incoming room data)
