Yeah, it starts a background process to try to initialize Vulkan. Maybe there's some way to properly pass along the authorization to avoid the downloaded file warning, didn't think of that.

The reason it now does this is because some Vulkan drivers are terrible and will crash the entire app if it even asks whether Vulkan is usable. So we start a second copy of PPSSPP, and if it crashes, we know the answer is no. Before, PPSSPP would just crash with such drivers even if you didn't want to run Vulkan.
