Check the MAC address in the emulator for both phones, they have to be different.
If you are on an older PPSSPP version you probably need to match the game region, v1.4 should have cross-region though so update to that.

Well... It works from my laptop to my pc...
But why would I want to play this on my pc..?
When I could just play PSO2 on my PC.
(Also I have 1.4)
