That just means game differs from running on real hardware and since emulation generally improves with time getting closer to psp if it doesn't work in latest builds, it will most likely not run in any older either.

In other words you would have to create your own cheats specially for ppsspp or wait for someone else who has the game to do it.
You could also look for different cheats for same game, in general game code stays same even in games where emulation differs, so asm cheats ~ which modify game code ~ most of the time work just fine between ppsspp and real hardware even when basic ones that just change variables fail.

Make note that activated cheats that does "not do anything" actually still work and patch game memory, they simply do it in incorrect places which can and often will - break the game(polluting all savestates made after activating those cheats) and while problems caused by it might not be instantly noticeable - in worst cases they might even corrupt your savedata.
