Hmm, did some testing with these:

_C0 Encounters On

The 'Encounters Off' code works fine, but the moment I use 'Encounters On' to re-enable encounters, it instantly crashes PPSSPP. Can anyone confirm that particular code to be working on their side, or if it crashes as well?
