This problem has nothing to do with graphics cards. It has to do with using bad Visual Studio DLLs.

Django, try deleting any occurrences of MSVCR120.dll from your PPSSPP folder, if you do indeed have the runtimes properly installed. There's no need to have any there if the runtimes are installed correctly.

See this post for more info. Basically, downloading random DLLs from unofficial sources and sticking them in folders is a bad idea.
