i dont have any idea why u have that problem but i could provide u with a solution

1st go to controls settings in ppsspp and remove all gamepad bindings

next use antimicro to make profile for ppsspp and that should fix ur problems

Try AntiMicro graphical program used to map keyboard keys and mouse controls to a gamepad/controller.
