First of all, use the latest build from orphis for an easier way to edit networking peripherals. (PPSSPP Daily Builds)Mac And IP address was now editable in settings->System->under Networking.

In your 1st statement, I assume that your friend is the one who's Hosting the game right? (based on the 2nd statement)
-Make sure you're using 192.168.43.1 (PortHotSpot) The same on the other party.
-The AdhocServer application must be initialized by the Host, the one who enabled Portable Wi-Fi Hotspot. The IP 192.168.43.1 stands for the Hotspot itself regardless of the acquired IP of the Host's Phone. (ex. Your friend enabled his' Hotspot->He should be the one to start AdhocServer)
-Make sure that your game is on the same version/region (US/JPN/EN)

Your second statement seems to be your phone's hardware/software problem.... (Your friend cannot connect on your Hotspot?)

Try other methods or be a little specific of what you've already done.
