PPSSPP use InitializeConditionVariable for some reason break Windows XP?
This API only exist in Vista and higher.

Correct. For 64-bit Windows, we require Vista or higher. Only 32-bit Windows XP is supported below Vista.

It's a pretty uncommon configuration, and you're likely to see other incompatible software. I recommend upgrading away from it.
